Before you can start buying and selling domains you first need to sign up for a free account with a domain registrar. If you live in the UK and are interested in .co.uk domains, I recommend 1and1. This allows you to register available domains or buy domains from sellers.
To register any other domain extension, such a dotCOM, GoDaddy is the most popular choice.
Registering an available .com, the cadillac of domains, is about $10 per year. Buying already registered domains, if they are for sale, is more expensive and then you will still have to pay $10 per year once the domain is transferred to your account from the seller.
Some domains have changed hands for millions of dollars but sales like that are very rare when you consider the millions of domains that exist.
Once you have registered, or even bought, a domain then you can list it for sale in a domain market place such as Sedo. At Sedo you can upload and manage your porfolio of domains for sale as well as make offers for domains being sold by other domainers.
